Three weeks to the CGT deadline — and the RBA hike probability just hit 85%
Australia’s foreign resident CGT changes take effect 1 October 2026 — leaving three weeks for any structural decisions. The RBA’s hike probability surged to 85% ahead of its 29 September meeting. Dubai’s DLD recorded AED 6.78 billion in sales for the week, with the AED pegged at 3.67 and AUD/USD at 0.7133, AED 2m now costs approximately A$764k for Australian buyers.
Market snapshot
What’s happening in the market right now
DLD posts AED 6.78 billion in sales for the week of 7–11 September — 2,931 transactions as September holds firm
The Dubai Land Department’s weekly data for September 7–11 recorded AED 10.67 billion across all transaction types, with property sales accounting for AED 6.78 billion across 2,931 transactions. The top-performing locations by sales value were the Burj Khalifa area (AED 845 million), Airport City (AED 491 million) and Al Yafra 1 (AED 489 million). Off-plan continued to dominate at approximately 74% of deal count.
That Dubai is sustaining weekly sales above AED 6 billion during a period of active regional conflict reflects the structural depth of demand. Year-to-date through August, the market has already exceeded AED 523 billion — on track for a record calendar year. Australian CGT changes effective 1 October — three weeks to review your structure
The Treasury Laws Amendment Act 2026 brings Australia’s foreign resident CGT changes into law on 1 October. The withholding rate rises to 15%, the previous A$750,000 threshold is abolished — every Australian property transaction involving a foreign vendor now attracts withholding regardless of price. A new “close economic connection” test expands the taxable Australian property definition. For Australians residing in Dubai who hold Australian assets, this deadline is time-sensitive. The implications are detailed in our legal guide for Australian investors.
Oct 1 deadlineRBA hike probability surges to 85% — September 29 decision now highly likely to move
Markets are pricing an 85% probability of the RBA hiking to 4.60% at the September 29 meeting — up sharply from 58% at the time of Issue #8. The AUD/USD eased to 0.7133 in the September 14–16 window as investors position for the decision. A confirmed hike would tighten equity release capacity for Australians using domestic property to fund Dubai purchases, and could push the AUD higher in the short term. Understand your financing options before September 29.
Decision Sept 29Ready property at its most competitive relative to off-plan since 2014
Off-plan properties trade at approximately AED 1,762 per sqft versus AED 1,484 for ready stock — a 19% off-plan premium, the narrowest gap since 2014. For Australian buyers seeking immediate rental income, standard mortgage access and no developer delivery risk, ready property is presenting genuine value relative to off-plan. Off-plan’s 74% share of deal count is driven largely by the volume of developer launches, not by ready stock being overpriced. The buying process is the same for either.
Buyer advantageMetro Blue Line tracking to 30% completion by end-2026 — corridor communities build value
The AED 20.5 billion Dubai Metro Blue Line remains on schedule for its September 2029 opening, with the RTA targeting 30% completion by end-2026 from the current ~25%. The 30km, 14-station line will connect Dubai International Airport to communities including International City, Silicon Oasis and Dubai Creek Harbour. Properties along the corridor continue to attract investors building positions ahead of the confirmed infrastructure premium. Full analysis in our UAE rail infrastructure guide.
Opens Sept 2029Three opportunities worth acting on now
Review your Australian structure before 1 October — CGT changes are law
The foreign resident CGT changes effective 1 October 2026 affect Australians holding Australian property while residing abroad — including in Dubai. The expanded “close economic connection” test and removal of the A$750,000 withholding threshold are the two changes most likely to require structural review. This is not a Dubai investment decision — it is an Australian tax compliance event with a hard deadline. Engage a specialist with dual Australian tax and Dubai residency expertise before October 1. Our legal guide for Australian investors has the essential context.
Metro Blue Line corridor — International City offering 9–10% gross yield before infrastructure premium
International City offers gross yields of 9–10% at entry prices of AED 750–850 per sqft — among the strongest yield-to-entry combinations in Dubai. With the Blue Line tracking 25% complete and on schedule for September 2029, confirmed direct rail access to Dubai International Airport will meaningfully re-price these communities. The window between current pricing and confirmed infrastructure premium is open but narrowing as construction progresses. Full analysis: UAE rail revolution guide.
Golden Visa via mortgaged property — UAE residency now accessible with standard LTV structure
Since February 2026, UAE Golden Visa applicants no longer need 50% paid up on a mortgaged property before applying — only AED 2 million in certified paid equity is required. At AUD/USD 0.7133, AED 2 million equates to approximately A$764,000 in paid equity — achievable for buyers with a standard LTV structure on a AED 3–4 million property. The visa provides UAE tax residency alongside the Dubai property holding. Our UAE visa rule changes guide has full eligibility detail.
The 50% requirement is gone — mortgaged properties now qualify from settlement
The February 2026 Golden Visa changes removed the 50% payment requirement for mortgaged properties. You need AED 2 million in certified paid equity — and off-plan eligibility was tightened at the same time, making completed ready properties the cleanest route. New professions added include AI specialists, digital creators, teachers, nurses and climate-tech founders. A Golden Visa provides UAE tax residency, allows you to operate a business in the UAE and can complement an Australian property holding strategy.
