Correction, 20 October 2026: An earlier version of this report said the UAE was at Smartraveller Level 2 during this week. It was at Level 3, “Reconsider your need to travel”, from 17 June until 8 October 2026, when it was lowered to Level 2. We have corrected the travel advice and the guidance that depended on it.
    📊 Market Snapshot — Issue #10 · 21 September 2026

September’s AED 574 billion milestone — and the countdown clock is running on two Australian deadlines

Dubai’s year-to-date real estate volume has crossed AED 574 billion through September — a number that underscores just how structurally deep this market is, even against a backdrop of conflict. For Australian buyers, two deadlines now dominate: the CGT changes on 1 October and the RBA’s September 29 cash rate decision, which markets are pricing as near-certain to deliver a hike to 4.60%.

What’s happening in the market right now

YTD crosses AED 574 billion through September — the second-highest nine-month total in Dubai’s history

Dubai Land Department data confirms January–September 2026 real estate transactions reached AED 574.12 billion across 165,018 transactions — described by Emirates 24|7 as the second-highest nine-month sales value in market history. September’s full-month residential sales totalled AED 29.66 billion across 10,108 home transactions, recovering from August’s seasonal trough. The week of September 14–20 recorded approximately AED 6.5 billion in sales across 2,371 transactions — a slight moderation from the September 7–11 spike but firmly within the healthy weekly range. Q3 2026 median residential price settled at AED 1,700 per sqft.

These numbers are being posted in the context of an active regional conflict and a rising-rate global environment — making them structurally more impressive than the headline figures suggest. The market’s resilience reflects long-term demand drivers that are independent of short-term geopolitical disruption. For the full context, see our Dubai property market analysis for Australians.

CGT deadline is 11 days away — last call for structural review

Australia’s foreign resident CGT changes take effect 1 October 2026 — now just 11 days away. The withholding rate rises to 15%, the A$750,000 price threshold for withholding is abolished entirely, and a new “close economic connection” test expands the definition of taxable Australian property. Australians who have relocated to Dubai while retaining Australian assets are the group most at risk of unintentional non-compliance. This week is the last practical window to engage a specialist and make any structural adjustments before the law changes. See our legal guide for Australian investors.

RBA hike near-certain on September 29 — market pricing 92–94% probability

All four of Australia’s major banks have forecast a hike at the September 29 RBA meeting, and market pricing has moved to 92–94% probability of a move to 4.60%. The AUD/USD softened to 0.7118 this week as markets position for the decision — meaning AED 2 million now costs approximately A$766,000. A confirmed hike on September 29 will increase the cost of any Australian equity release used to fund Dubai purchases, and may push the AUD higher short-term. Ceasefire collapsed — Smartraveller holds UAE at Level 3

A short-lived ceasefire in the US-Iran conflict broke down this week, re-escalating regional tensions. Smartraveller kept the UAE advice at Level 3 “Reconsider your need to travel”, where it has been since 17 June 2026. Monitor the advisory daily, however — it can change within 24 hours. Always verify your travel insurance policy terms before booking flights to the UAE, regardless of advisory level. Current advisory here.

Metro Blue Line tracking toward 30% completion — corridor communities building premium

The AED 20.5 billion Metro Blue Line remains on schedule for September 2029, tracking toward the RTA’s 30%-complete milestone by end-2026 from a current ~25%. The 30km, 14-station line will connect Dubai International Airport to communities including International City, Silicon Oasis and Dubai Creek Harbour. Properties along the corridor continue to command investor attention: International City is delivering 9–10% gross yields at AED 750–850/sqft ahead of the confirmed infrastructure premium. Three opportunities worth acting on now

    1

Act on Australian CGT before October 1 — the window closes in days

The foreign resident CGT changes are law and 11 days from taking effect. If you are an Australian residing in Dubai with Australian property, you need to confirm whether you are a “foreign resident” for CGT purposes, whether the new withholding rate applies to any planned Australian property sale, and whether the expanded TARP definition captures any Australian entity structures you hold. The cost of getting this wrong — in withholding non-compliance or unexpected CGT exposure — can be significant. This is the last practical week to act. Start with our legal guide, then engage a specialist.

Lock in AUD/USD before the RBA’s September 29 decision

If you have a signed Dubai property contract in AED with funds held in AUD, the AUD/USD rate in the 48 hours following the RBA’s September 29 announcement will directly affect your conversion cost. With the AUD/USD at 0.7118 and a near-certain hike to 4.60% in the pipeline, a forward contract or limit order through a currency specialist this week can protect you from post-announcement volatility in either direction. AED 2 million at 0.7118 costs approximately A$766,000 — any AUD weakening below 0.70 would push that above A$783,000. See our currency and financing guide.

AED 2 million in paid equity — no longer need to pay 50% first

Since February 2026, the Golden Visa 50% paid-up requirement for mortgaged properties no longer applies. You need AED 2 million in certified paid equity — confirmed in the bank’s mortgage certificate — and off-plan eligibility was tightened at the same time, making completed ready properties the cleanest route. At AUD/USD 0.7118, AED 2 million = approximately A$766,000 in paid equity. The visa provides UAE tax residency with zero personal income tax, UAE residency rights and business establishment rights — a compelling complement to a Dubai investment property.
